Years before the conception of Proposition 39, the founders of TerraVerde endeavored to create a firm focused exclusively on developing energy savings projects for our public schools and other public agencies. Tapping the industry experience of its team members, building an advanced analytics and financial modeling platform, and honing its methods over scores of projects; TerraVerde has been refining the process required for a successful Proposition 39 program for over 5 years.
In 2013, the California Association of School Business Officials (CASBO) selected TerraVerde as its Strategic Alliance Partner providing Energy Advisory Services, due to the depth of experience, the focus on schools, and the unique qualities of true independence from conflicted relationships with vendors, transparency, and a reputation for trust.
Since Prop 39 was launched in 2013, TerraVerde has assisted over 50 Districts and LEAs successfully secure over $53 Million in funding for energy conservation, solar and battery storage projects. TerraVerde’s Prop 39 Program Development services are turnkey, comprehensive, and provide clients with a relationship that feels like an extension of staff.
Proposition 39 Guidelines require a selection process based on best value to award contracts for program construction, as well as professional services. If a District cannot document a selection process involving more than one candidate, or cannot pay for professional services with non-Prop 39 funds, then an RFQ process must be run.
