Prop 39 funds must be encumbered by May 31, 2019.

This means that your LEA must either be under contract or have executed a Purchase Order to expend your approved Prop 39 allocation by that date, or your LEA will lose those funds. Proposition 39 Guidelines require a selection process based on best value to award contracts for program construction, as well as professional services. If a District cannot document a selection process involving more than one candidate, or cannot pay for professional services with non-Prop 39 funds, then an RFQ process must be run.
